Hakuba's Snow Swung 62% Across Three Winters. Kiroro's Swung 9%.
You book in August and ski in February. The season average is the wrong number to book on — what matters is the worst of the recent winters, and that varies enormously between resorts.
Booking a ski trip to Japan means committing in August to conditions in February. Flights, accommodation and leave are all locked in long before anyone knows what kind of winter it will be.
Every snowfall figure you can find, including ours, is an average. An average is the wrong number for that decision. What you actually want to know is: if this is a bad year, how bad does it get here?
That question has an answer, and it separates Japanese resorts far more sharply than the averages do.
The famous resorts, and the gap between their best and worst winters

Hakuba is the second destination most foreign visitors name, and its best recent winter delivered nearly twice its worst. Kiroro moved by less than a tenth.
This is not the same as “Kiroro gets more snow”. It does not. Hakuba averages 453 cm against Kiroro’s 344, and even Hakuba’s worst winter (327 cm) came within thirty centimetres of Kiroro’s best (357 cm). Steadiness and depth are two different columns, and conflating them is how people end up recommending the wrong place.
The split runs along one line
Group all 377 Japanese ski areas with meaningful snowfall by prefecture — every prefecture with eight or more of them — and the pattern is not subtle.

The reason is the same one that runs through everything about Japanese snow. Hokkaido is cold enough that a warm winter is still a winter — the precipitation arrives and it arrives as snow, more or less regardless. Honshu’s ski areas sit closer to the freezing line, so a mild January does not give them less snow, it gives them rain. The variability is not really variability in precipitation. It is variability in what falls out of it.
That is why northern Tohoku — Iwate at 19%, Akita at 25% — behaves like Hokkaido, and why Gifu at 65% behaves like nowhere you want to book six months ahead.
Japan against the rest of the world
The same calculation for every country with at least ten measured ski areas:

Japan is more consistent than the United States, Switzerland and Austria, and Austria swings roughly 1.6 times as much as Japan does. The countries that beat Japan are Finland and Sweden, which are consistent because they are cold and comparatively dry — a reliable 150 cm is not the same product as a variable 500 cm.
Hokkaido on its own, at 19%, would sit second on that table behind Finland.
What this changes about booking
If you can only take one trip and cannot move the dates, Hokkaido is the lower-variance bet. Not the deepest — Hokkaido is not the deepest, and 39 of Japan’s 61 entries in the world’s snowiest hundred are in Niigata — but the one least likely to disappoint in a mild year.
If you can move your dates late, Nagano’s upside is larger. Hakuba’s good winters are genuinely enormous and its bad ones are still respectable in world terms. It is a wider distribution, not a worse one.
Northern Tohoku is the underrated answer. Appi Kogen sits at 413 cm with a 14% gap, Hakkoda at 445 cm with 10%, Akita Hachimantai at 466 cm with 17%. These are Hokkaido-grade consistency at Honshu prices, reachable by shinkansen, and almost nobody outside Japan books them.
And one outlier deserves its own line. Mount Gassan in Yamagata is 17th in the world for snowfall with a 15% gap — deep and steady. The catch is that it does not open until April, because until then the road to it is buried.
Where this is weak
Three winters is three winters. This is the range across 2023/24, 2024/25 and 2025/26, not a statistical measure of volatility. Three numbers cannot tell you the shape of a distribution, and one unusual season moves the figure a lot. Hakuba’s 62% is really the statement “Hakuba had a 327 cm winter recently, and also a 609 cm one” — which is worth knowing, but is not the same as a long-run variance.
Neighbouring resorts share a figure. Hakuba Happo-One, Hakuba Goryu and Hakuba Sanosaka all read 453 cm with the same range, because the reanalysis grid does not separate them. Treat a valley as one entry, not three.
A gap says nothing about the average. Rusutsu’s 13% is steady around 199 cm, which is steadily not very much. Read the two columns together or the ranking misleads.
How this was measured
Daily snowfall summed over each of the last three completed seasons, with winter defined per hemisphere. The average is those three divided by three; the worst and best are the lowest and highest of the three. Source is Open-Meteo historical data from the ERA5 reanalysis. Country and prefecture figures are medians across ski areas averaging at least 100 cm, so that near-zero areas do not distort the percentage.
These figures are not the centimetres that fell. ERA5 works on a 10–30 km grid, which flattens the mountain, so orographic uplift is under-produced and mountain snowfall comes out far too low — Niseko reads 315 cm here against the 14–15 m the resort reports, a factor of four to five. Checked against 56 Japan Meteorological Agency stations, the rank correlation is about 0.7 — so large gaps are real, but two resorts a few dozen places apart are not distinguishable, and the bias is not uniform enough to correct with a single multiplier.
The gap between winters is a ratio of figures produced the same way, so the model’s low bias largely cancels out of it — which is why the comparison between resorts holds better than any single centimetre figure does.
